CHILMARK PERSONNEL BOARD MEETING APRIL 12, 2006
CHILMARK TOWN HALL FINAL

CALL TO ORDER:  7:03 PM  

PRESENT:  Members Jennie Greene, Lois Norton, Susan Heilbron and Richard Williams.  Also present:  Staff Liaison Polly McDowell, Selectmen’s Liaison Riggs Parker and Chuck Hodgkinson.  Absent:  Max McCreery and Executive Secretary Tim Carroll.

MEETING MINUTES:  Approval of the February 8, 2006 and March 22, 2006 meeting minutes was postponed to the next meeting.  

WELCOME:  The PB thanked Ms. Heilbron for volunteering and welcomed her to the Board.

APRIL 4 BOS MEETING AND COMPENSATORY TIME POLICY:  Ms. Greene summarized the personnel policy discussion at the April 4th Board of Selectmen’s meeting.  The Overtime, Compensatory Time personnel policy language will be changed to reflect the Selectmen’s suggestion.  Chuck H. mentioned the Town Accountant is revising the weekly time sheet to allow for accurate tracking of accrued and used comp. time.  This information will be printed on each employee’s weekly paycheck.  The FLSA specifies that employers must have accurate records for overtime compensation earned and used as comp. time.  On a separate issue, Chuck H. was asked to research how time worked is accumulated during a workweek when a municipal employee holds several different and related or unrelated part-time positions.

EXEMPT/NONEXEMPT POSITIONS:  The PB unanimously agreed to add the following jobs to the Town’s list of exempt, salaried positions:  Fire Chief, Town Accountant, Tax Collector and Town Clerk.  The Executive Secretary, Harbormaster, Police Chief and Library Director are already exempt, salaried positions.  A formal recommendation will be submitted to the Board of Selectmen.

SALARIED/HOURLY WAGE POSITIONS:  The listing of all town jobs by pay method was reviewed.  It was agreed to change the pay method as follows for certain positions:  Seasonal/Salaried:  Beach Supervisor and the two full time, seasonal Assistant Harbormasters.  Nonexempt/Salaried:  Health Inspector/Administrator, Custodian, Housing and Planning Administrative Assistant, Coordinator of Administrative Support, Assistant Library Director-Children’s Librarian, and Receptionist-Assistant.

COLA:  A graph comparing the percent increase from 1999 to 2006 of a specific Town wage (grade 10, step 1) to the CPI was reviewed.  The town wage increased three percentage points more than the CPI over the seven-year period.  This difference was deemed insignificant.






ADVANCED LIFE SUPPORT (ALS) JOB DESCRIPTION:  The ALS Coordinator job description submitted by the Tri-Town Ambulance Committee was reviewed.  After discussion it was agreed to invite a Tri-Town Committee member to a future PB meeting to share the EMT services and needs for today and the future and how this might impact the organization’s structure, staffing, specific training and job responsibilities.  With growth there is the possibility of some overlap among the Basic Life Support (BLS) Coordinator, ALS Coordinator and EMT Ambulance Coordinator positions.  

FUTURE PB MEETING DATES AND TIMES:  The PB discussed returning to the early morning meeting times.  It was agreed to schedule the next meeting for April 27th @ 8:00 AM.  Starting in May (May 4 and 18) all regular meetings will be held on the first and third Thursdays of each month at 8:00 AM.

With no further business to discuss the meeting adjourned at 8:40 PM.
